From testing the flashed Titan-Ridge thunderbolt PCIe card on the 5,1 Mac Pros running open core there is a method to getting certain devices to work.

If connecting an Apple device such as a TB3 MacBook pro in target disk mode you can simply plug it in and it will mount straight away. This also works if connecting a Apple thunderbolt to ethernet adapter using an Apple TB3 to TB bi-direction adapter.

If you are connecting a TB3 device not manufactured by apple you have to boot the Mac Pro, connect the device and then restart the Mac Pro.

For non Apple TB devices using the Apple TB 3 – TB adapter you can have it connected whilst cold booting and then you have to restart the Mac Pro, you can also connect it whilst powered on and then restart.

TB devices using a non Apple adapter such as the startech model this works the same as non apple devices so you have to connect it whilst the Mac Pro is booted then restart.
